Combustion bender would need more than just range, and i don’t think Katara would manage it more than maye 4 out of 10 times. Loads of people can it’s just that Azula tends to get overhyped her. I personally believe: Aang, Zuko, Toph, Katara, Korra, Tenzin, Iroh can defeat her.
